Stouffer Neighborhood Association

 
 
  Article I. Name  
    The name of the organization shall be Stouffer Neighborhood Association.
       
  Article II. Objectives  
    Section A.  
    The first objective of the Stouffer Neighborhood Association shall be to  represent the Stouffer tenants in any communication with the University of Kansas administration.
       
    Section B.  
   

The second objective of the Stouffer Neighborhood Association shall be to provide educational and social activities and policies to benefit the community.

       
  Article III. Membership  
    Section A.  
   

Membership is defined as follows:  Voting members are students, spouses of students, or single parent families residing in Stouffer Place apartments.

       
    Section B.  
   

Membership shall not be denied because of race, creed, religion, sex, or national origin.

       
  Article IV.

Voting

 
   

Section A.

 
   

A simple majority of voting members present will carry a motion other than changes to by-laws.

       
   

Section B.

 
   

Each voting member has only one vote.

       
   

Section C.

 
    A member may vote by proxy in a general meeting by giving or sending a letter stating their vote to any member of the Executive Committee.
       
  Article V. Officers  
    Section A.  
  1. The Stouffer Neighborhood Association’s administrative and planning body  

shall be an Executive Board consisting of four officers and six representatives elected from and by the voting membership.

       
  2.

A representative shall be elected from each block and two at-large representatives from any block.

       
     

Block 1 consists of buildings 1, 2, 3, 5, and 6.
Block 2 consists of buildings 7, 8, 9, 10, and 11           
Block 3 consists of buildings 12, 13, 14, 15, 16, and 18
Block 4 consists of buildings 19, 20, 21, 22, and 23
Block 5 consists of buildings 24, 25, 26, 27, and 28

       
  3. Replacement for vacant offices in the Executive Committee will be elected by residents in the next general meeting.
       
   

Section B

 
    The term of officers shall be from July 1st to June 30th
       
    The election of the Executive Committee will be held at a general meeting in April. The overlapping time period will allow a transition period for the new Executive Committee
       
    Section C  
  1. A two-thirds vote of an Executive Committee shall be sufficient to censure action of or to remove from committee positions any member of any committee appointed by the Executive Committee
       
  2. A two-thirds vote of the Executive Committee shall be sufficient to remove from that committee any of its members. Such removal shall be subject to confirmation by a two-thirds, secret-ballot vote of the next general meeting. The member in question shall be suspended from all organizational duties until that general meeting.
       
  3. Either of the actions in the above two subsections can be initiated by a two-thirds vote of those present at any general meeting. Such an action shall be tabled and those present shall set a date not less than two weeks later, at which time a two-thirds vote of those present shall either reject of sustain the action.
       
  Article VI. Duties of the Officers
    Section A. The president
  1. The president shall be the chief executive officer of the Stouffer Neighborhood Association.
       
  2. The president shall appoint all committee chairs with the approval of the Executive Committee
       
  3. The president shall direct the budget of the Stouffer Neighborhood Association with the approval of the Executive Committee
       
  4. The president shall appoint replacements for vacancies on the Executive Committee with the approval of the rest of the Executive Committee.
       
  5. The president will vote to break ties.
       
  6. The president (or the president delegate) shall be the primary spokesman at any bargaining sessions with the University of Kansas.
       
  7. Any agreements reached by the executive bargaining committee with the University of Kansas must be approved by the Stouffer Place tenants at a general meeting.
       
  8. The president shall present communications from the University of Kansas Housing Office or any other administrative agent of the University of Kansas to the tenants of Stouffer Place.
       
  9. The president shall be responsible for leading the Executive Board and general assembly meetings and keeping the meetings on track with the agenda.
       
    Section B. The vice president
  1. The vice president shall assume the duties of president should the office become vacant or the president unable to attend.
       
  2. The vice president shall be the parliamentarian for the Stouffer Neighborhood Association.
       
  3. The vice president shall be responsible for keeping the by-laws current.
       
  4. The vice president shall be responsible for receiving information from the committee chairmen and presenting it at Executive Committee meetings.
       
  5. The vice president shall assist the president in the performance of their duties.
       
  6. The vice president shall be a member of any negotiating team.
       
    Section C. The secretary
  1. The secretary shall be responsible for keeping the minutes of all general meetings and the meetings of the Executive Committee
       
  2. The secretary shall read the previous meeting’s minutes at each meeting and shall provide a copy for the Stouffer Neighborhood Association’s files.
       
  3. The secretary shall be responsible for all correspondence for the Stouffer Neighborhood Association.
       
  4. The secretary shall maintain a complete and accurate account on file of all Stouffer Neighborhood Association activates.
       
  5. The secretary shall be a member of any negotiating team.
       
    Section D. The treasurer
  1. The secretary shall keep a current record of all financial transactions of the Stouffer Neighborhood Association.
       
  2. The treasurer shall make an annual report containing a list of all receipts and disbursements and the location of any property represented
       
  3. The treasurer shall assist the chair in the performance of their duties.
       
  4. The treasurer shall make a verbal report of the group’s financial situation at each meeting or as deemed necessary.
       
  5. The treasurer shall be a member of any negotiating team.
       
  Article VII. Executive Committee
    Section A.  
    Five members of the Executive board must be present to constitute a quorum of that committee.
       
    Section B.  
    The Executive Committee will approve all expenditures over $20.00 unless such expenditures were previously budgeted.
       
    Section C.  
    The Executive Committee will consist of the president, vice-president, secretary, treasurer, five block representatives, and two members at large.
       
    Section D.  
    The block representatives shall be the liaison between Stouffer residents in their block and the Executive Committee.
       
  Article VIII. Committees
    Section A.  
    The chair, with the approval of the Executive Committee, shall establish such standing and/or temporary committees as are deemed necessary.
       
    Section B.  
    All committee chairs shall submit written reports of their committees’ activities and any requests for funds to the vice-chair for submission to the Executive Committee.
       
  Article IX.

Meetings

 
   

Section A.

 
   

General meetings will be held at least once a month.

       
   

Section B.

 
   

Executive meetings will be held monthly, preferably preceding the monthly general meeting.

       
   

Section C.

 
   

Robert’s Rules of Order will pertain to all meeting procedures unless otherwise specified.

       
  Article X. Constitution
   

All amendments to the constitution must be introduced at the general or Executive Committee, and must be tabled to be voted on at the next general meeting, at which time any portion of the Constitution may be amended by a two-thirds vote of the voting members present.

       
  Article XI.

Honoraria

 
  1. The president shall receive their Stouffer Place housing rent paid at the current rate of a non-renovated apartment in appreciation of their work for the SNA
       
  2. The vice president shall receive a payment of $50 at the end of the term in appreciation of their work for SNA.
       
  3. The secretary shall receive a payment of $50 at the end of the term in appreciation of their work for SNA.
       
  4. The treasurer shall receive a payment of $50 at the end of the term in appreciation of their work for SNA.
       
  5. If any officer fails to carry out their duties, a two-thirds vote of the Executive Committee can vote to withdraw payment.
